What visiting parents should know
A neighbourhood children's centre in Himonya, Meguro. The facility site states 目黒区外の方でも利用する事ができます — people from outside the ward may use it, which is what makes it usable for a visiting family. Free to use (some events may cost). A guardian stays with preschool-age children. No parking, so come on foot or by train.
Language reality: English support is not stated by the facility.
Requirements: First visit: parent fills 児童票 → 登録カード issued; tap card at reception for entry/exit; Meguro non-residents explicitly allowed for use; no parking (walk/transit)

How to join
Just turn up. On your first visit a parent fills in a 児童票 registration card and a 登録カード is issued; after that you tap the card at reception on entry and exit. No advance booking is needed for free play. Facility naming (碑文谷 vs 碑住区) should be checked against the live site before you travel.
